ST-Airport Services (STARS) Constructing The New Seletar Aerospace Park Fuel Depot
Graced by JTC CEO, Mrs Ow Foong Pheng, and attended by more than 80 partners and fellow tenants in SAP, today’s ceremony marks the beginning of the new Seletar Fuel Depot construction. Ms Ow, together with the STARS Directors will initiate the ground breaking ceremony for the new fuel depot.
In February 09, STARS has been awarded a contract by the Civil Aviation Authorities of Singapore (CAAS) to develop and operate the new aviation fuel depot as well as providing the Into-Plane Services at Seletar Aerospace Park. Having taken over the operation of a legacy military fuel depot in Seletar since 1996, STARS is developing a new Seletar aviation fuel depot to continue serving the aviation community here. “We want to continue grow with SAP and we want to continue to add value to our neighbours in SAP. This new fuel facility will allow us to do that, and is testament to our commitment to the aviation industry in Singapore,” notes Mr Wayne Hunt, President/CEO of Toll Asia.
The new Seletar aviation fuel depot is developed with stringent Quality, Health, Safety and Environment (QHSE) considerations in mind, especially with the environmental aspects given due to the proximity to a reservoir. The plan provides for fuel depot containment, with usage of self-contained above-ground tanks as well as ergonomic traffic movement for ease of operation. These are the primary considerations to ensure improvement over the current facility, as a commitment to QHSE requirements. Air BP who is a shareholder of the company is providing technical assistance and expertise to this development. “Our key determinants in this awarded contract has been our demonstrated track record, focus on QHSE requirements, as well as ability to provide the support for this next phase of Seletar’s development”, Mr. Vincent Phang; General Manager of STARS highlighted.
The new fuel depot will enable STARS to continue providing diverse aviation fuel support (Jet A-1 and Avgas) for operations in Seletar with its Maintenance, Repair and Overhaul (MRO) activities, regional charters, flying schools and GA traffic. The facility is also developed with growth in mind. Since 1996, the operation has seen a steady increase in aircraft movement and volumes, especially in the Business Aviation sector. "STARS Fuel Depot Facility is a key piece of the infrastructure in the Seletar Aero+sPace (SAP). ... As the masterplanner and developer, it is JTC’s vision to develop SAP into a world-class aerospace park. We will press on with our infrastructural works at the SAP to ensure that they are ready for our customers’ operations, as soon as the economy picks up," said Mrs Ow Foong Pheng, JTC’s CEO at STARS Ground-breaking Ceremony on 3 Jun 2009.
Being one of the first tenants in SAP, STARS is working very closely with JTC and CAAS on all aspects of the development, as the rest of the redevelopment is concurrently taking place. This is to ensure that there will be no disruption to the Seletar aviation fuel support. Detailed planning is being carried out to ensure that there is continuous fuel support and services even as operation is subsequently moved from existing fuel farm to the new facility upon completion.
